The City of Bellaire was incorporated in 1918. On April 2, 1949, the adopted a "Home Rule" type of government. The City operates under a Council-Manager. The City Council is composed of a Mayor and six Councilmembers, all of whom are elected at large. The Mayor is elected for regular terms of two years, and the Councilmen are elected for regular terms of four years, with the Mayor and three Councilmen being elected at each regular election. The Mayor shall not serve more than four consecutive terms in that position and no Councilman shall serve more than two terms as a Councilman.
